Ban Luot is located on Noong Nah hill in Luot village, Muong Kim commune, Than Uyen district, 4km south of Than Uyen town and 100km southeast of Lai Chau city along Highway 4D and Highway 32.
At this place, on December 2, 1949, the Lai Chau Personnel Committee convened a conference to announce the decision of the 10th Interregional Party Committee on the establishment of Lai Chau Branch, consisting of 20 comrades, Comrade Tran Quoc Manh as Secretary. . This is an important event in the revolutionary history of Lai Chau, marking the birth of the first Party cell of the Party Committee of Lai Chau province. During the operation in Luat village, comrades in Lai Chau cell were cared for, loved, protected, helped by the People, secretly raised and created all favorable conditions for the Party cell to operate.
Ban Luot relic was recognized by the People's Committee of Lai Chau province as a provincial historical relic according to Decision No. This is a type of historical relic of the revolution, the period of the resistance against the French from 1946 to 1954. The relic has special importance, becoming a "red address", an attractive destination and important in the public sector. Education of the young generation patriotism, pride in the revolutionary tradition of the people of Lai Chau province.
