Ban Luot in Muong Kim commune is where the cadres of Lai Chau province was born through the resolution of the 10th inter-zone committee on the establishment of the Lai Chau Party cell. This is the forerunner of today's Lai Chau provincial party committee.

The relic area is invested in building memorial stele and around the campus of the village. October 2003 Than Uyen district was honored to be awarded the title of hero of the people's armed forces during the resistance war against the French. Ban Luot relic was recognized by the province in 2009 as a revolutionary historical relic.
