The contents of the Instruction are as follows:

The COVID-19 epidemic has broken out on a global scale, causing more than 720,000 cases and nearly 3,50,000 deaths in more than 200 countries and territories, and has not shown signs of stopping. In Vietnam, the number of cases is increasing day by day and there is a high risk of community transmission. It is forecasted that the epidemic will spread quickly on a large scale, seriously threatening human life, health, and the country's socio-economic development.

Implementing the call of General Secretary and State President Nguyen Phu Trong, with the spirit of attaching importance to human health and life above all else, to continue proactively preventing and controlling the epidemic, Prime Minister The Government requested Ministries, ministerial-level agencies, Governmental agencies, People's Committees of provinces and centrally-run cities to concentrate intensively on implementing the proposed epidemic prevention and control measures, especially Directive No. 15/CT-TTg dated March 27, 2020, in compliance with the directions of the National Steering Committee for COVID-19 Prevention and Control, effectively implement the following urgent measures:

1. Implement whole social isolation within 15 days from 00:00 on April 1, 2020, nationwide according to the principle that family is isolated from family, villages are isolated from villages, and communes are isolated. With communes and districts isolated from districts, provinces isolated from provinces, workshops, and factories must maintain a safe distance, wear masks, disinfect and disinfect according to regulations.

2. The Ministry of Health, the Ministry of Public Security, the People's Committee of Hanoi, and the People's Committee of Ho Chi Minh City must be quick, resolute, use all resources and use all solutions to thoroughly handle the " outbreak” at Bach Mai Hospital (Hanoi), Buddha Bar (Ho Chi Minh City); take advantage of every hour and minute to trace and apply appropriate measures to all cases of risk, contact with sick people and passersby of the "outbreak"; continue to call on people who have been through these "outbreaks" to declare their health and ask to be contacted for testing. 3. State agencies and units shall arrange for cadres, civil servants, and public employees to use information technology to work from home; only those cases that are absolutely necessary such as combat duty, agency duty, provision of essential goods and services, handling of confidential documents and other necessary tasks upon request, will come to work at the office; increase the organization of online meetings. The head is responsible for the spread of disease by officials and employees due to failure to strictly observe regulations on epidemic prevention and control at the workplace.

4. The Ministry of Transport and the People's Committees of the provinces and cities shall basically direct the suspension of public passenger transport. 5. Assign the Ministry of Health:

dd) Consider and handle the recommendations of the People's Committee of Hanoi, support and create conditions for Hanoi to control the epidemic in the area.

6. The Ministry of Health shall summarize and periodically announce positive test results twice a day in localities, ensuring accuracy.

7. Temporarily close main border gates and auxiliary border gates for people to pass through from 00:00 on April 1, 2020, on the border with Laos and Cambodia. Strictly control entry through international border gates on land borders; All people entering from Laos and Cambodia must be quarantined for 14 days.

8. The Ministry of National Defense directs the organization, arrangement, and expansion of concentrated isolation facilities, separates newly isolated and isolated cases, preventing cross-infection; strengthens the management of trails and openings on border routes.

9. The Ministry of Public Security strengthens direction in ensuring security and order, and crime prevention, especially in rural areas.

10. The Ministry of Finance directs the General Department of Customs to handle difficulties in exporting cloth masks; requires insurance businesses not to introduce and deploy insurance packages related to insurance for COVID-19 disease.

11. Ministries, branches, localities, and press agencies continue to promote information and propaganda in support of the policy of protecting people's health, correcting several newspapers with headlines that cause confusion and misunderstanding.
